Currently, the Honolulu Authority for Rapid Transportation (HART) is overseeing an extensive rail project in the area, but allegations of lack of transparency have led the mayor to consider a charter amendment asking voters to decide on whether to dismantle HART and place oversight of rail projects and operations under mayor’s Transportation Services Department.  Opponents of the proposal think a move like this would politicize transit in the region.
