Horry County, SC
Type: Advisory
Summary:
The referendum will ask voters if they support the county continuing to fund mass transportation. It would be advisory, which means council would not have to act on the vote.  Agency did not have the time or money to mount a campaign of support. A 29-minute video in support of the referendum will be airing on the city’s cable access channel.

Ballot Language:
Do you favor the funding by Horry County, in an amount not to exceed 6/10ths of a mill ($1,080,000.00) annually, for the operations of a regional public mass transportation provider such as Coast RTA?

Richland County, SC- Question 1
Type: Sales Tax
Summary:
Voters will be asked to approve a 1 cent transportation sales tax. Of the total revenue raised, 33% would go to fund the Central Midlands Regional Transit Authority, 61% would be for road improvements and 6% would go to bike/pedestrian/green space projects.  The tax would sunset in 25 years.  

Ballot Language:
I approve a special sales and use tax in the amount of one percent (1%) to be imposed in Richland County, South Carolina (the “County”) for not more than twenty-five (25) years, or until a total of $1,023,000,000 in sales tax revenue has been collected, whichever occurs first. The sales tax revenue will be used to pay the costs of the following projects:

Project: 1: Improvements to highways, roads (paved and unpaved), streets, intersections, and bridges including related drainage system improvements. Amount:  $627,400,000.
Project 2: Continued operation of mass transit services provided by Central Midlands Regional Transit Authority including implementation of near, mid and long-term service improvements. 
Amount:  $337,117,605.

Project 3: Improvements to pedestrian sidewalks, bike paths, intersections and greenways. Amount:  $58,482,394.

Question 2
I approve the issuance of not exceeding $200,000,000 of general obligation bonds of Richland County, payable from the special sales and use tax described in Question 1 above, maturing over a period not to exceed twenty-five (25) years, to fund
projects from among the categories described in Question 1 above.
