State Ballot Process
Idaho offers the following ballot measure procedures: initiative, referendum and recall. The state constitution cannot be amended through a ballot measure. The number of signatures required on a petition is set by the legislature. In order to qualify for placement on the November 2004 ballot, signed petitions must be submitted to the appropriate County Clerk for verification by May 1, 2004.
