Zero Coupon Bond
A bond that is originally issued at a deep discount from its par or face amount and which bears no current interest. The bond is bought at a discount price which implies a stated rate of return calculated on the basis of the bond being payable at par at maturity. See: “Capital Appreciation Bond.”

Zero-emission vehicle
A clean-fuel vehicle meeting very stringent zero-emission vehicle standards set by the U.S. Department of Energy.

Zero-lot-line Development
A development option where side yard restrictions are reduced and the building abuts a side lot line. Overall unit-lot densities are therefore increased. Zero-lot-line development can result in increased protection of natural resources and the reduction in requirements for roads and sidewalks.

Zone
See "transit zone" for uses relating to the provision of transit service or "zoning" for uses relating to land use.

Zone charge
A system of fares where a transit system's service area is divided into zones within which specified rates or fares apply.

Zone fares
A system of fares where a transit system's service area is divided into zones within which specified rates or fares apply.

Zoning
In land-use and transit planning, the basic means of land-use control employed by local governments. A zoning ordinance divides the city or county into land use districts or "zones", represented on zoning maps, and specifies the allowable uses within each of those zones. It establishes development standards such as minimum lot size, maximum height of structures, building setbacks, and yard size.
