Walkable
Refers to a single route, or a system of routes, between points that is relatively short, barrier-free, interesting, safe, well-lighted and comfortable, inviting pedestrian travel.

Walkable community/neighborhood
Communities that incorporate the principles of pedestrian-oriented development. Places that locate within an easy and safe walk goods (such as housing, offices, and retail) and services (such as transportation, schools, libraries) that a community resident or employee needs on a regular basis. Walkable neighborhoods are characterized by mixed land uses, compact building, inviting pedestrian corridors, and a streetscape that better serves a range of users -- pedestrians, bicyclists, transit riders, and automobiles. Walkable neighborhoods allow persons substitute walking, bicycling or other non-auto modes for short trips, thus contributing to reduced congestion and better air quality.

Watershed
A region from which all water flows into a particular body of water.

Watershed-based Zoning
Achieves watershed protection goals by creating a watershed development plan, using zoning as the basis (flexible density and subdivision layout specifications), that falls within the range of density and imperviousness allowable for the watershed to prevent environmental impacts. Watershed- based zoning usually employs a mixture of zoning practices.

Wetland
A lowland area saturated (or seasonally saturated) with water, ranging from sedge meadows to swamps to marshes.

Wheelchair
A mobility aid belonging to any class of three or four-wheeled devices, usable indoors, designed for and used by people with mobility impairments, whether operated manually or powered.

Wheelchair-accessible vehicle
A vehicle that a person using a wheelchair may enter either via an on-board retractable lift or ramp; or directly from a station platform that is accessible by elevator or a ramp that is either level with the vehicle floor or can be raised to floor level.

Women's business enterprise
A business owned and operated by one or more women.

Workout group
Group established within an agency, whose sole purpose is to resolve or attempt to resolve troubled debts, including those debts which demand that extreme measures be taken to protect the government's interests.

Write-off
Occurs when an agency official determines, after all appropriate collection tools have been used, that a debt is uncollectible. Active collection on an account creases and the account is removed from an entity's receivables.
